Agents are general by default, which means they bring generic judgement to specialised work. Stuffing that expertise into one enormous prompt does not scale: it is loaded whether or not it is relevant, and it competes for the same context as the actual task.
Each skill is a portable package (a description plus references) loaded on match rather than always resident, so the cost is paid only when it is useful.
The skills encode opinions worth having: feature grouping over vague helper buckets, dependencies that are explicit and acyclic, and a quality bar that does not stop at good enough.
